The Shaykh : Thirdly: Many people single out this night, the twenty-seventh night, for performing the 'Umrah, as if the 'Umrah is not performed except on this night. This is also an error, for the 'Umrah is performed on every day and every night, and an 'Umrah in Ramadan is equivalent to a Hajj. There is no difference in this equation whether it is in the beginning of the month, the middle, or the end. Whoever singles out the twenty-seventh night for the 'Umrah, I fear that he is an innovator. This is because it has been explained to us that worship is not completed in following [the Prophet] unless it conforms to the Shari'ah in six matters, which we have explained previously, among which is the cause. Whoever says that the twenty-seventh night is a cause for performing the 'Umrah, and that a person should intend this night to perform it in it, has not been said by the Master of creation (peace and blessings be upon him). [He did not say], "Whoever comes with an 'Umrah on the twenty-seventh night is as if he performed Hajj with me." Rather, he said:
Whoever spends the night of Lailat Al-Qadr in prayer out of faith and in the hope of reward, he will be forgiven his previous sins. من قام ليلة القدر إيماناً واحتساباً غفر له ما تقدم من ذنبه

And I call upon my Muslim brothers not to make worship based on customs where the later follows the earlier, but rather to make worship based on what came from the Messenger of Allah (peace and blessings be upon him). Did the Messenger and the Companions of the Messenger single out this night for 'Umrah? We search the books of the Sunnah before us. If one of them singled out this night for 'Umrah, then we have the right to follow him. But if this was not the case, and we choose it according to our desires, then this is following desire. It is obligatory for a person to follow guidance. It is true that the Night of Decree is singled out for standing in prayer, but regarding the 'Umrah, we have not heard of this, neither in the guidance of the Messenger of Allah (peace and blessings be upon him) nor in the guidance of the Rightly Guided Caliphs. And I seek forgiveness from Allah (Mighty and Majestic) that I did not speak about this on the previous night, lest someone who intends to do this act tonight should proceed with it. But the years ahead of the Muslims are long. This is a warning that we should understand, and that it is not our right to single out any time or any place for acts of worship that did not come in the Book or the Sunnah, because if we do that, then this is a type of religious innovation.
I am not saying that the 'Umrah is not done on this night, but I am saying: do not single it out for this night. It is done at all times, but singling it out for this night such that a person seeks it out, so that when it comes he performs the 'Umrah, this has no basis.
