As for the wicked, who are meant here by the disbelievers, their record is in Sijil in the lowest earth, because they are in the Fire. As for the righteous, they are in 'Iliyyin in the highest place, because they are in Paradise. Paradise is above everything, because from it is al-Firdaus, and al-Firdaus is the highest part of Paradise, and its roof is the Throne of Allah (Mighty and Majestic). So Paradise is in 'Iliyyin, and the Fire is in the lowest of the lowest.
