And those who hoard gold and silver and spend it not in the way of Allah والذين يكنزون الذهب والفضة ولا ينفقونها في سبيل الله

We have mentioned that hoarding gold and silver means withholding what is due on them. So if one withholds what is due on them, even if they are on top of a mountain, that is hoarding. So, when the texts come with the obligation of zakah on gold and silver without exception, they become general for currency, ingots, jewelry, and so on. So whoever excludes an individual or a type from them must provide evidence. If someone says, "Is there not a hadith of Anas ibn Malik (may Allah be pleased with him) in the book of charity that Abu Bakr wrote: "And in silver, a quarter of a tenth" In silver, and silver is silver, we say: The answer to that is from two angles:
The first angle: That silver, according to some scholars, includes struck silver. What is struck silver? It is silver struck by hand, struck into dirhams. It includes struck silver and unstruck silver, as mentioned by scholars of language, including the author of al-Mishbah al-Munir, and also among the jurists, Ibn Hazm. He mentioned in al-Muhalla that silver includes struck and unstruck silver. For this reason, he made zakah obligatory on jewelry.
