Consider a person sitting on a chair on a roof: he is above the roof and above those beneath him, but he is specifically settled on the chair. Thus, rising above the Throne is specific to the Throne, just as a person's settling on a chair on a roof is specific to the chair. Therefore, His elevation above the Throne, or His rising above it, is a specific elevation, not the all-encompassing elevation over all creation. And his saying: "He took charge of the administration of the worlds"
