I am the One who answers everyone who calls upon Me.

The Shaykh : The author said: In the name of Allah, the Most Merciful, the Bestower of Mercy.
The author (may Allah have mercy on him) said: "And He is the One who answers", meaning that Allah (Mighty and Majestic) is the One who answers.
"He says: Who calls upon Me, I answer him. I am the One who answers everyone who calls upon Me"
And this is what He (Mighty and Majestic) says in various places, or in some times. He descends (Glorified and Exalted is He) to the lowest heaven in the last third of the night and says: "Who calls upon Me, I will answer him. Who asks Me, I will give him. Who seeks My forgiveness, I will forgive him"
"And He is the One who answers the call of the distressed when *** he calls upon Him in secret and in public"
As Allah the Exalted said:
Is He [not best] who responds to the desperate one when he calls upon Him أمن يجيب المضطر إذا دعاه
[An-Naml 27:62]
The distressed one means the one whom necessity has driven to supplication. And in every context, it is according to its specific situation. So in His saying regarding eating carrion:
But whoever is forced by severe hunger فمن اضطر في مخمصة
[Al-Ma'idah 5:3]
"necessity" means that necessity drove him to what? To eating carrion. And here, necessity drove him to supplication. The apparent meaning of the texts, the clear texts, is that Allah answers the call of the distressed one, even if he is a disbeliever, because His mercy precedes His anger. For this reason, the author stated generally:
"The call of the distressed one when he calls upon Him *** in secret and in public"
For this reason, He answers the call of disbelievers when they call upon Allah sincerely, dedicating their religion to Him, in the midst of the sea when the waves come upon them. He answers their call, even though He knows that when He saves them to the land, they will associate partners with Him.
