What is the ruling on reciting supplications in a measured manner during the qunut and otherwise?

Machine translationRead the Arabic original
The questioner : The questioner says, “O honorable Shaykh, what is the ruling on reciting supplications in a measured manner during the qunut and otherwise?”

The Shaykh : Reciting in a measured manner?
The student: ...

The Shaykh : Regarding supplication, first, we must know that the best of supplications is what is found in the Book of Allah or the Sunnah of His Messenger (peace and blessings be upon him). That is the best, most comprehensive, and most beneficial supplication for the servant. Would that people would follow the supplications in the Qur'an and then supplicate to Allah with them, except for things that do not apply to us, in which case we do not supplicate with them.
Some of the brothers say—and I witnessed this myself, having heard part of it during the tawaf—I heard a supplicator supplicating in his tawaf, saying: “In Your name, O Allah, I live and I die. O Allah, by You I lay down my side, and by You I raise it. So if You take my soul, forgive it and have mercy on it; and if You send it back, protect it as You protect Your righteous servants.” He was saying this while performing the tawaf!
The student: He is sleeping!

The Shaykh : I told him, “This is not appropriate; this is a supplication for sleep! If you are in your bed, then say it like this.” So a man said to me—and we were speaking as brothers—“Shall I tell you something greater than that?” I said, “Go ahead.” He said, “I heard a supplicator in the tawaf saying:
our Lord, send down to us a table [spread with food] from the heaven to be for us a festival for the first of us and the last of us and a sign from You. And provide for us ربنا أنزل علينا مائدة من السماء تكون لنا عيدا لأولنا وآخرنا وآية منك وارزقنا
[Al-Ma'idah 5:114]
.” Then a third man, and they were distinguished scholars, said, “A third man.”
The student: In the tawaf, this?

The Shaykh : In the tawaf. The third man said, “Shall I tell you something greater than that?” We said, “Go ahead.” He said, “I heard a person performing tawaf saying:
My Lord, forgive me and grant me a kingdom such as will not belong to anyone after me رب اغفر لي وهب لي ملكا لا ينبغي لأحد من بعدي
[Sad 38:35]
.”
Glory be to Allah! What wonders! So I say, there is no doubt that they intend good, but not everyone who intends good is granted success. So I say, if a person would follow the Noble Qur'an and take from it the supplications, excluding those that have passed, such as
our Lord, send down to us a table [spread with food] from the heaven ربنا أنزل علينا مائدة من السماء
[Al-Ma'idah 5:114]
, or those with which it is not appropriate to supplicate,
My Lord, forgive me and grant me a kingdom such as will not belong to anyone after me رب اغفر لي وهب لي ملكا لا ينبغي لأحد من بعدي
[Sad 38:35]
, this is what is permissible to supplicate with. Then he would gather them, along with what is authentic from the Messenger (may Allah's prayer and peace be upon him) in the Sunnah, and gather them and supplicate with them. That would be better than the composed supplications we hear, which are not established in the Book or the Sunnah, nor have we heard them from the Salaf. They are composed and embellished, and their meanings may be few and shallow. The best of supplication is what came in the Book and the Sunnah. Yes.
