The questioner : The questioner asks, "O honorable Shaykh, is it permissible to give zakah to purchase a ticket to travel outside the Kingdom for the purpose of da'wah and guidance?"

The Shaykh : It is not permissible to give zakah for the benefit of da'wah and guidance, because Allah (Mighty and Majestic) has restricted the recipients of zakah to eight categories:
Alms are only إنما الصدقات
to whom
for the poor and for the needy and for those employed to collect [zakah] and for bringing hearts together [for Islam] and for freeing captives [or slaves] and for those in debt and for the cause of Allah and for the [stranded] traveler للفقراء والمساكين والعاملين عليها والمؤلّفة قلوبهم وفي الرقاب والغارمين وفي سبيل الله وابن السبيل
[At-Tawbah 9:60]
eight. And "in the cause of Allah" refers to jihad in the cause of Allah, the jihad against the disbelievers. Therefore, it is not permissible to spend zakah on a ticket for the purpose of traveling to call people to Allah. Yes, if a person wants to travel to his family and does not have a ticket, you may give him from the zakah what he needs to buy the ticket so he can travel to his family. Yes.
