The Shaykh : Yes, making up the two rak'ahs of Fajr is not obligatory, nor is it fixed, because the two rak'ahs of Fajr are not obligatory. However, they are the best of the rawatib (regular voluntary prayers), meaning they are better than the rawatib of Zuhr, the rawatib of 'Isha', and the rawatib of Maghrib. The Prophet (peace and blessings be upon him) said:
The two Rak'ah of Fajr are better than the world and what is in it. ركعتا الفجر خير من الدنيا وما فيها
Jami` at-Tirmidhi 416Sahih (Darussalam)
meaning that the entire world, from its beginning to its end, is less than the prayer of these two rak'ahs. If a person misses them before the prayer, he should pray them after the prayer, after the prayer and the dhikr, and there is no harm in that, because making them up is attached to the prayer, so it has a cause. This is haram (forbidden), because the time before zawal is one of the times of prohibition.
The Prophet (peace and blessings be upon him) prohibited prayer when the sun is rising until it reaches its zenith. نهى النبي صلى الله عليه وسلم عن الصلاة عند قيام الشمس حتى تزول
However, if a person is praying continuously until the imam arrives, this is a matter of disagreement among scholars. Some of them say: "There is no harm in continuing, even if the time of prohibition passes, because the apparent action of the Companions was that they prayed until the arrival of the Messenger of Allah (peace and blessings be upon him)"
And some of them said: "No, even if he is continuous, when the time of prohibition arrives, he should stop". As for him remaining sitting and reading the Qur'an, and then when zawal approaches, he stands up to pray voluntarily, this is not permissible. This is what the Messenger (peace and blessings be upon him) prohibited.
