Question:
I see some of the worshippers praying four rak'ahs in the Fajr prayer, so is this permissible?

Answer:
The Sunnah is two rak'ahs, which suffice and are enough for him regarding the greeting of the mosque and the regular voluntary prayer. Some people think that he combines the two, praying the greeting of the mosque, then praying the regular voluntary prayer, and there is no need for that; because in the hadith:
There is no Salat (voluntary prayer) after the break of dawn ecept the two (Sunnah) Rak'a of Fajr.لا صلاة بعد طلوع الفجر إلا ركعتي الفجر
Bulugh al-Maram 2:28
And the Prophet (peace and blessings be upon him) did not pray after the dawn appeared except two rak'ahs, which are the Sunnah of Fajr.
So the Sunnah for the one who enters the mosque and has not prayed the regular voluntary prayer is that he prays two rak'ahs with the intention of the regular voluntary prayer. And if he intends with that the Sunnah of the greeting, all of it is good. The two rak'ahs of the regular voluntary prayer suffice him, and they take the place of the greeting of the mosque. And if he intends both, intending the greeting with the regular voluntary prayer, there is no blame on him for that. Yes.
