The Meaning of the Saying of Allah the Exalted: "And when they pass by them, they cast winks at one another."

Machine translationRead the Arabic original
The Shaykh :
And when they passed by themوإذا مروا بهم
[Al-Mutaffifin 83:30]
Who is the one passing by?
The student: ...

The Shaykh : Do the believers pass by the sinners, or do the sinners pass by the believers?
The student: The first one.
The student: The second.

The Shaykh : Yes, well, some of you say the first and some of you say the second, and the reality is that the verse is suitable for both, because sometimes the sinner passes by the believer who is sitting, so when they pass by them, they wink at one another, saying, "Look at this man, look at how he acts," or conversely, the believer may pass by the sinner, is that not so? Therefore, the pronouns here are suitable for both: when they pass by them, they cast winks at one another.
