The one who has reached the age of discernment is the one who looks at women, repeats his gaze at them, and speaks about matters concerning women. It is obligatory to veil oneself from him, even if he is ten years old.
As for the inattentive child who knows nothing about these matters, it is not obligatory to veil oneself from him.
