Explaining Some of the Characteristics of the Night of Decree

The Shaykh : Among the cosmic characteristics is also that what will happen in that year is decreed in it, as Allah Blessed and Exalted is He said:
On that night is made distinct every precise matter - فيها يفرق كل أمر حكيم
[Ad-Dukhan 44:4]
. So whatever Allah the Exalted has decreed to be determined in this year, it is written on the Night of Decree. This is not the first writing that Allah wrote in the Preserved Tablet, for Allah the Exalted wrote in the Preserved Tablet the measures of all things fifty thousand years before He created the heavens and the earth. But this is an annual writing, for writings are either annual, lifetime, or general, prior to the creation of the heavens and the earth by fifty thousand years.
As for its legal blessings: Among its legal blessings is that
Whoever stands in prayer during the Night of Decree out of faith and seeking reward, Allah will forgive him what has passed of his sins. من قام ليلة القدر إيمانا واحتسابا غفر الله له ما تقدم من ذنبه

with faith in what? With faith in Allah and in the reward He has established for standing in prayer on the Night of Decree, and with the intention of seeking the reward and desiring it. Then He will forgive him what has passed of his sins. This is what is sought to be done on the Night of Decree, namely standing in prayer, dhikr, and supplication. As for designating it specifically for 'Umrah, as is the custom of many people, this is not correct. So it is not befitting to designate the twenty-seventh night specifically for 'Umrah, for designating it for 'Umrah is introducing into the Shari'ah of Allah what is not part of it, because the Prophet (peace and blessings be upon him) did not encourage his Ummah to perform 'Umrah on the twenty-seventh night. Rather, he encouraged them to do what? To stand in prayer, to stand the night. He said:
