And regarding the Night of Decree, we ask: Why is it called the Night of Decree?
The scholars said: The Night of Decree means the night of honor, due to its honor and virtue. From this comes their saying, "So-and-so is a person of great standing," meaning he is one of honor and virtue.
They said: It is called the Night of Decree from the word "decree" (taqdir), because Allah decrees therein what will happen in that year, as the Exalted said:[Ad-Dukhan 44:4].
The Night of Decree is not in a specific, permanent night, because the texts differ in specifying it. So the scholars reconciled these texts by stating that it moves; it is the twenty-third night in one year, the twenty-fifth night in another year, the twenty-seventh night in another year, the twenty-ninth night in another year, and the twenty-eighth, or twenty-sixth, or twenty-fourth, or twenty-second night in yet another year, and so on.
