Is there zakah on sheep that their owner has kept solely for the benefit of their meat, or not?

Machine translationRead the Arabic original
The questioner : A man owns a sheep farming project containing approximately five hundred female sheep. They are not for sale; rather, he has kept them on his farm to sell only their male offspring. Is he required to pay zakah on them?

The Shaykh : He is not required to pay zakah on these, because livestock from the category of domesticated animals, if a person has kept them or acquired them for the purpose of their increase, are not subject to zakah, unless they are grazing. Grazing refers to animals that graze for most of the lunar year. As for those that are fed, there is no zakah on them.
However, if a person is buying and selling in livestock, then he is required to pay zakah on them in all cases, provided they reach the nisab of gold or silver. Yes.

The questioner : May Allah reward you. What is the authenticity of this hadith:
Whoever is occupied with my remembrance from asking me for something, I will give him better than what I gave to those who asked. من شغله ذكري عن مسألتي أعطيته خيرا مما أعطيت السائلين
Musannaf Ibn Abi Shaybah 22:146

The Shaykh : This is not authentic.
