What is the ruling for a person who continues to save from his wealth the mahr required for marriage, and he continues for a period that reaches several years? Is zakah due on what has been saved or not?

Answer:
Yes, everything a person saves is subject to zakah, even if he has set it aside for marriage, or to pay off a debt, or to build a house, or something similar; it is subject to zakah. And zakah increases it, it does not decrease it:
Take, [O, Muhammad], from their wealth a charity by which you purify them and cause them increaseخُذْ مِنْ أَمْوَالِهِمْ صَدَقَةً تُطَهِّرُهُمْ وَتُزَكِّيهِمْ بِهَا
[Surah al-Tawbah: 103]. So zakah is purification and expiation.
