And when they have [nearly] fulfilled their term, either retain them according to acceptable terms or part with them according to acceptable terms فإذا بلغن أجلهن فأمسكوهن بمعروف أو فارقوهن بمعروف
[At-Talaq 65:2]
And when does she reach her term? She reaches her term when she has menstruated three times, if she is one of those who menstruate. So when she has menstruated three times, either retain her with kindness or part with her with kindness. Now, if she becomes pure from the third menstruation, does he retain her after the waiting period has ended? The waiting period has ended and he did not take her back, but can he take her back? Many scholars say he cannot take her back because the waiting period has ended, but the correct view is that he can take her back as long as she has not performed the ritual bath from the menstruation. For this reason, he said:
And when they have [nearly] fulfilled their term, either retain them according to acceptable terms or part with them according to acceptable terms فإذا بلغن أجلهن فأمسكوهن بمعروف أو فارقوهن بمعروف

And according to the other opinion, the meaning of
And when they have fulfilled their term فإذا بلغن أجلهن
[Al-Baqarah 2:234]
is when they are approaching the completion of their term
either retain them according to acceptable terms or part with them according to acceptable terms فأمسكوهن بمعروف أو فارقوهن بمعروف

And bring to witness two just men from among you وأشهدوا ذوي عدل منكم

Then he said:
And bring to witness two just men from among you and establish the testimony for [the acceptance of] Allah. That is instructed to whoever should believe in Allah and the Last day. And whoever fears Allah - He will make for him a way out (3) And will provide for him from where he does not expect. And whoever relies upon Allah - then He is sufficient for him. Indeed, Allah will accomplish His purpose. Allah has already set for everything a [decreed] extent. وأشهدوا ذوي عدل منكم وأقيموا الشهادة لله ذلكم يوعظ به من كان يؤمن بالله واليوم الآخر ومن يتق الله يجعل له مخرجا ويرزقه من حيث لا يحتسب ومن يتوكل على الله فهو حسبه إن الله بالغ أمره قد جعل الله لكل شيء قدرا
[At-Talaq 65:2-3]
