How to Recite the Noble Qur'an with Proper Modulation

Question:
This questioner, Ibrahim al-Daghri, says: It is mentioned in the Noble Remembrance and the Prophetic Sunnah that it is necessary to recite the Noble Qur'an with proper modulation (tartil) when reading it. However, when I recite the Qur'an aloud, I am unable to do so due to the weakness and constriction of my voice, so I recite silently. Is that permissible for me?
Answer:
It is better to recite with proper modulation, whether aloud or not. It is better for one to pause at the ends of verses, as the Prophet (peace and blessings be upon him) used to recite: [Surat al-Fatihah: 2-3] and so on. This is based on the saying of Allah (Exalted and Majestic is He): [Surat al-Muzzammil: 4]. This refers to reciting with calmness and pausing at the ends of verses, whether aloud or not. If one continues the recitation without pausing, there is no blame on him, but it is better to recite with proper modulation and pause at the ends of verses. If one connects one verse to the next, there is no harm in that.
As for reciting silently or aloud, the matter is broad in this regard. If a person recites silently for himself, there is nothing wrong with it. If he recites aloud, there is nothing wrong with it. Aisha (may Allah be pleased with her) said, "The Prophet (peace and blessings be upon him) in his late-night prayer (tahajjud) would sometimes recite silently and sometimes aloud, may Allah's prayers and blessings be upon him."
