Q 2: Some preachers have appeared in the field of da'wah among us. When they mention the Khutbat al-Hajah (Sermon of Necessity) and reach the three verses included in the sermon, they recite the verses with tartil (measured recitation) as if they were reading from the Qur'an. Is this prescribed? Some of them, in addition to the tartil, replace a verse:[Al-Ahzab 33:70]with a verse from Surat al-Hajj:[An-Nisa 4:1]the verse. So what is your answer to them? May Allah reward you with every good for us?
A 2: Reciting a verse when citing it as evidence in the sermon is delivered as the sermon itself is delivered, as a citation. As for reciting the verse from Surat al-Hajj, there is no harm in it, but it is not one of the verses recited in the sermon of necessity. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

يَا أَيُّهَا الَّذِينَ آمَنُوا اتَّقُوا اللَّهَ وَقُولُوا قَوْلا سَدِيدًاO mankind, fear your Lord
