[Al-Muzzammil 73:4]
And they say that the command implies obligation?

The Shaykh : First, we say that whoever claims the command implies obligation does not mean that every command is turned into an obligation. The second point is that the meaning of tartil is reading it slowly, meaning do not rush through it, and it is not intended to mean shaping the letters as is known. Then we also say, do you think that the reading currently practiced with tajwid is the same reading that the Messenger and his Companions used to recite? This is the original, without doubt, because it was transmitted by narration. But considering that we find that the readers themselves today differ in excellence and performance, is it not possible that people differed from that time? It is possible. And what we are certain of today, what is in our hands of vowel marks and stops, is what we know, while anything beyond that is undoubtedly a matter of beautification. Yes, Nasser.
