(24) And those within whose wealth is a known right (25) For the petitioner and the deprived - وَالَّذِينَ فِي أَمْوَالِهِمْ حَقٌّ مَعْلُومٌ * لِلسَّائِلِ وَالْمَحْرُومِ
[Al-Ma'arij 70:24-25]
And the Prophet (peace and blessings be upon him) said to Mu'adh when he sent him to Yemen:
Inform them that Allah has made obligatory upon them a charity in their wealth, to be taken from their rich and returned to their poor. أعلمهم أن الله افترض عليهم صدقة في أموالهم تؤخذ من أغنيائهم فترد على فقرائهم

And because of the statement of Abu Bakr (may Allah be pleased with him):
Zakah is the right of the wealth الزكاة حق المال
It is of the same category as maintenance; it is obligatory in the wealth of the child and in the wealth of the insane person for the one upon whom their maintenance is obligatory. For example, if the child has a poor mother, zakah is taken from his wealth as maintenance for his mother. If he has a wife, maintenance is taken from his wealth for his wife. So likewise, zakah is a right for its recipients in the wealth of this child or in the wealth of this insane person. Yes.
