And the answer is: Yes, it is permissible to give it to them if they are among those eligible for zakah, such as if they have families and their salary is not sufficient for them, or if they have debts and their salary is not enough to pay off the debt, or the like. The important thing is that if they are among those eligible for zakah, there is no blame on him for giving it to them, even if they are workers or servants in his service.
