The Shaykh : It appears to me that he remains in the state of tamattu', but because he left off shaving or shortening his hair, he owes an expiation, based on the well-known position among jurists that leaving off an obligatory act requires an expiation. If he is well-off and able, it is obligatory for him to slaughter an expiation in Makkah, which is distributed entirely to the poor. If he is not able, he owes nothing. As for the type of pilgrimage, it is tamattu', because that is his intention. Yes.
