Question:
A question has arisen that requires further clarification: the question of the one who performed 'Umrah from Jeddah, who circumambulated and walked between al-Safa and al-Marwah, but did not shorten his hair.

Answer:
The answer was previously given that he must shorten his hair wherever he is, and that it is not a condition for shortening the hair that it be done in the sacred precinct. If he circumambulated and walked between al-Safa and al-Marwah, then went out and shortened his hair in his house, or in al-Abtah, or in Mina, or in any place, shortening it suffices for him, or shaving it suffices for him. It is not a condition that his shaving or shortening be in Makkah. Likewise, the one who owes fasting on account of the sacrificial animal, or on account of something else, if he fasts in any place, his fasting suffices for him.
But there is a detail in this matter; there is a detail regarding the one who left off shortening the hair. The time previously did not allow for mentioning it, but it must be mentioned. So when he left off shortening the hair, if he did not take off the garments of ihram, but remained in his ihram, then he shortens his hair in his current state if he is reminded, wherever he is. He shortens, then puts on the regular clothes, and takes off the garments of ihram.
As for if he has put on the regular clothes, meaning he put on the shirt and covered his head, and he was ignorant, having no knowledge, or forgot the ruling on shortening the hair, then when he asks, he is reminded, and it is said to him: Take off the clothes, take off the turban from your head, and take off the shirt, or the trousers, and gird yourself with a waistcloth, then shorten, or shave. He girds himself, meaning he wears the waistcloth over his private parts, then shortens, or shaves, then puts his clothes back on.
He does not shorten his hair while his regular clothes are on him, the regular clothes like the shirt and the headscarf and the like. No, if he is reminded, he takes them off, then shortens. If he was not reminded of this, it is said to him: Shorten. If he was not reminded and he shortened, that suffices for him if he was told: Shorten. But if the mufti did not remind him, did not say to him: Take off the shirt, and so on, but said to him: Shorten, or shave, and he shortened, or shaved while his regular clothes were on him, from the shirt and the headscarf, and the like, that suffices for him, and there is no blame on him on account of ignorance, or forgetfulness. There is no blame on him in that.
Also, he may have transgressed in something; he may have applied perfume, he may have cut his nails, he may have shortened or shaved without the intention of the ritual. He shaved his head a regular shave, or shortened it a regular shortening, or applied perfume, or cut his nails, or the like of that. Then he owes nothing on account of ignorance, and on account of forgetfulness; because he is forgetful, he owes nothing. But he shortens with the intention of 'Umrah, or shaves with the intention of 'Umrah, and that suffices for him.
And likewise, the one who, for example, in his Hajj, stoned the pillars, circumambulated, and walked between al-Safa and al-Marwah, and forgot the shaving, and forgot the shortening, did not shorten or shave until he went to his family. He is like this one. If he remembers and is reminded, he shaves, or shortens, and that suffices. But this one does not have to take off his clothes; because he has exited the state of consecration when he stoned, circumambulated, and walked between al-Safa and al-Marwah. This is exiting the state of consecration, and there is no harm in wearing his clothes. So he may shave, or shorten, and his regular clothes are on him, from the shirt, and from the turban; because he has exited the state of consecration when he stoned the pillars, circumambulated, and walked between al-Safa and al-Marwah. He has exited the state of consecration except from the wife. So his turban, and his shirt, there is no harm on him with them. And he shaves, or shortens, wherever he is, and he owes nothing.
But if he has had intercourse with his wife, this is another matter. If he has a wife and he had intercourse with her before he shaved, and before he shortened in 'Umrah, or in Hajj, then his Hajj is valid. His Hajj is valid if he had intercourse before he shaved or shortened. But he may have stoned, circumambulated, and walked between al-Safa and al-Marwah, but did not shorten, and did not shave. Then he erred in his intercourse with his wife, and he owes a sacrificial animal for his intercourse with his wife. And his Hajj is valid. He owes a sacrificial animal that he slaughters in Makkah, he slaughters it in Makkah, and he distributes it among the poor of the sacred precinct. And his Hajj is valid; because he had intercourse after the first exit from the state of consecration, so his Hajj is valid, and he owes this sacrificial animal, and he owes repentance to Allah, and seeking forgiveness, if he did it intentionally.
And likewise in 'Umrah, if he, when he circumambulated and walked between al-Safa and al-Marwah in 'Umrah, was ignorant of the ruling on shortening, or forgot the ruling on shortening, and came to his wife, his 'Umrah is valid; because in this state he is like the one who has exited the state of consecration for the first time. So his 'Umrah is valid, and he owes for that the slaughter of a sheep, or feeding six poor people, or fasting three days. And if he slaughters a sheep, that is better, and more cautious, because he had intercourse before he shaved, or shortened in his 'Umrah.
We ask Allah for success and guidance for everyone, and there is no power and no strength except with Allah.
