Is shaving the head or shortening the hair better for the one performing tamattu'?

The questioner : The Shaykh, may Allah reward you with good: Regarding the one performing tamattu', is it better for him to shave his head when exiting the state of ihram, or should he delay shaving, or should he shorten his hair?

The Shaykh : It is better for the one performing tamattu' to shorten his hair, because this is what the Messenger (peace and blessings be upon him) commanded. He said: And because if he shaved his head during the time of Hajj, there would be nothing left of the Hajj for which to shorten or shave. Yes.
