Are al-Muhyi and al-Steer considered among the names of Allah the Exalted?

Machine translationRead the Arabic original
The questioner : In the name of Allah, the Most Gracious, the Most Merciful.
Your Eminence, are al-Muhyi and al-Steer considered among the names of Allah?
Likewise, some employees, O Shaykh, have times when they have no work to do!

The Shaykh : One question.
Al-Muhyi is not among the names of Allah. Among the names of Allah is al-Hayy. As for al-Muhyi, it is an action from the actions of Allah. Allah the Exalted said:
He it is who gives life and causes death; and when He decrees a matter, He but says to it, "Be," and it is. هُوَ الَّذِي يُحْيِي وَيُمِيتُ فَإِذَا قَضَى أَمْراً فَإِنَّمَا يَقُولُ لَهُ كُنْ فَيَكُونُ
[Ghafir 40:68]
. So al-Muhyi is an action from Him; it is the active participle from *ahya* (to give life). It is among the attributes of actions, not among the names.
As for al-Steer, a hadith has been reported regarding it, but it requires examination of its authenticity. If it is authentic, then it is among the names of Allah, because the methodology of the people of the Sunnah and the community is that whatever is authentic regarding the names of Allah from the Messenger of Allah is established, meaning: the naming with it is established.
