Is shortening and combining prayers in Mina, 'Arafah, and Muzdalifah for all pilgrims?

Machine translationRead the Arabic original
Question: Is shortening and combining prayers for pilgrims in Mina, 'Arafah, and Muzdalifah on the Day of Tarwiyah, the Day of 'Arafah, the night of Muzdalifah, and the three days of Tashriq general for all pilgrims, including the pilgrims of Makkah al-Mukarramah? And if shortening and combining are general for all pilgrims, is that specific to the three sacred sites of Mina, 'Arafah, and Muzdalifah, or is it a characteristic of Hajj? It is permissible in these three sacred sites and in other areas of Makkah.
It is established in Sahih Muslim from the hadith of 'A'ishah that the Messenger of Allah (peace and blessings be upon him) prayed the 'Id prayer and the midday prayer in Makkah when he came down for the Tawaf of Ifadah. Did he shorten or complete the prayer? And if shortening is the well-known view, it is implied that he (peace and blessings be upon him) led a group of pilgrims in his prayer, among whom were pilgrims from Makkah when they came down for the Tawaf of Ifadah. Did they shorten the prayer with him? Or did he say to them in al-Abtah before entering the state of ihram for Hajj:
Complete the prayer, O people of Makkah, for we are a traveling people.أتموا يا أهل مكة فإنا قوم سفر
?

Answer: The apparent meaning of the correct, known Sunnah from the Prophet's (peace and blessings be upon him) Farewell Pilgrimage is that all pilgrims shorten the prayer in Mina only, without combining, and they combine and shorten in 'Arafah and Muzdalifah, whether they are from outside or from Makkah and its surroundings; because the Prophet (peace and blessings be upon him) did not say to the people of Makkah, "Complete the prayer."
As for his prayer of the midday prayer on the day of 'Id in Makkah, he prayed it shortened and did not stop shortening until he returned to al-Madinah. This is established in the authentic hadiths from the hadith of Anas and others. And he did not say to the people of Makkah, "Complete the prayer"; because that is known to be the right for those residing in Makkah.
It is narrated that he said that on the day of the Conquest of Makkah, where he led the people in a shortened prayer in the Sacred Mosque. There is a discussion in the chain of narration. But it is supported by the principle, which is that those residing in Makkah and elsewhere do not have the right to shorten the prayer because they are not travelers. Shortening is specific to travelers. And success is from Allah.
