As for his saying:
And when he goes to the place of relief, let him not touch his private part with his right hand فإذا أتي الخلاء فلا يمس ذكره بيمينه
As-Sunan al-Kubra lil-Nasa'i 1:41
This is also from the category of honoring the right hand, because if he touches his private part while urinating, it may get some urine on it. For this reason, the Prophet (peace and blessings be upon him) forbade a person from touching his private part with his right hand when he goes to the place of relief.
It is known from this that touching the private part with the right hand is not disliked in other situations. There is a disagreement among the scholars on this; some said it is not disliked because the Prophet (peace and blessings be upon him) only forbade touching the private part with the right hand during urination, out of fear that the right hand might become contaminated with urine. So if the Messenger (may Allah's prayer and peace be upon him) forbade it for this reason, then there is no dislike if it is not during urination.
Some scholars said, rather, it is disliked to touch one's private part with the right hand even when not urinating, because if it is forbidden during urination, even though one may not need to do so, then it is even more so in other cases. However, the soul does not find peace with this opinion, because their statement that one needs to do so is only true if the man is missing his left hand or is paralyzed; otherwise, there is generally no need for it.
