The reciter: Abdullah ibn Yusuf narrated to us, saying: Malik informed us from Ishaq ibn Abdullah ibn Abi Talhah from Anas ibn Malik, who said:
I saw Allah's Messenger (ﷺ) during the time of the afternoon prayer and the people asking for water for performing ablution which they did not find. (A small quantity) of water was brought to Allah's Messenger (ﷺ) and he placed his hand in that vessel and commanded people to perform ablution. I saw water spouting from his fingers and the people performing ablution until the last amongst them performed it. رأيت النبي صلّى الله عليه وسلم وحانت صلاة العصر فالتمس الناس الوضوء فلم يجدوه، فأتي رسول الله صلّى الله عليه وسلم بوضوء ، فوضع رسول الله صلّى الله عليه وسلم في ذلك الإناء يده وأمر الناس أن يتوضؤا منه ، قال : فرأيت الماء ينبع من تحت أصابعه حتى توضؤوا من عند آخرهم

The Shaykh : Glory be to Allah. The author indicated by his statement: "the people seeking water for ablution when the prayer time came", that it is not obligatory to seek water before the time, and that is indeed the case.
And can it be inferred from this that it is not obligatory to carry water, or do we say that it is obligatory to carry water?
It appears that it is not obligatory if there is some hardship involved. However, if there is no hardship, it is better to carry water. If there is no hardship, it is better to carry water; but with hardship, it is not obligatory, and there is no doubt in that.
