In this passage, the author (may Allah have mercy on him) stated that the third type of evidence for the attribute of elevation is the explicit mention of being above, and he mentioned that it is of two types: one accompanied by "min" (from) and the other absolute. In His saying, the Exalted:
And He is the subjugator over His servants وهو القاهر فوق عباده
[Al-An'am 6:18]
this is not restricted by "min" but is absolute. And in His saying:
They fear their Lord above them يخافون ربهم من فوقهم
[An-Nahl 16:50]
this is restricted.
