It is permissible to say "O my people" with a dammah, and it is permissible to say "O my people" with a kasrah. If it is pronounced with a kasrah, it is considered that the yaa was deleted and the kasrah remained as an indication of it. If it is pronounced with a dammah, it is considered to be cut off from the genitive construction, and it becomes an intended indefinite noun, and the intended indefinite noun in the vocative is built on the dammah.
"O my people, we have seen your heads upon *** this, and we have not seen it from a human being" We have seen your heads; the intended meaning is not the head of the body, but rather your heads in knowledge, meaning your leaders. We have seen them upon this. If the hadith is recited to them and supported by a witness from the Qur'an, you will find faces upon them a dust that covers them with a gloomy darkness, and may Allah protect us from that.
