“This is likening” means: making the attributes of Allah like our attributes.
“Not the affirmation of attributes of perfection, for they are not the same”
True, the one who affirms for Allah an attribute of perfection is not equal to the one who affirms for Allah attributes that resemble the attributes of the created beings, and Allah knows best.
So, what Allah willed, this entire chapter is all adhan (call to prayer), and for this reason, whenever he wanted to speak about an issue, he would say: Allah is the Greatest.
