The questioner : If a man lets his garment hang below the ankles without intending arrogance or ostentation, is that forbidden for him? And does lengthening the sleeves count as letting the garment hang? May Allah reward you with good.

The Shaykh : If a man lets his garment hang below the ankles, it falls into two categories. The first category is that he lets it hang out of ostentation until it reaches the ground. Here, the Messenger (peace and blessings be upon him) said:
Whoever arrogantly drags his garment, Allah will not look at him من جر ثوبه خيلاء لم ينظر الله إليه
Jami` at-Tirmidhi 1731Sahih (Darussalam)
And he (peace and blessings be upon him) said:
Three people whom Allah will not speak to on the Day of Resurrection, nor look at them, nor purify them, and for them is a painful punishment: the one who lets his garment hang, the one who is stingy in giving charity, and the one who swears falsely to sell his goods. ثلاثة لا يكلمهم الله يوم القيامة، ولا ينظر إليهم، ولا يزكيهم، ولهم عذاب أليم: المسبل، والمنان، والمنفق سلعته بالحلف الكاذب

This is a severe punishment because the doer has committed two harms. The first harm is dragging the garment, and the second harm is that it stems from ostentation and arrogance.
As for the second category, it is dragging it for other than ostentation. This is rare among people, but it can happen. The recompense for this is what the Prophet (peace and blessings be upon him) mentioned in his saying:
But whatever is lower than the ankle is in the Fire ما أسفل من الكعبين ففي النار

This punishment, as it came in the hadith, is a partial punishment, and it is less than the punishment of Allah turning away from him and not purifying him, as mentioned in the first category. Accordingly, letting the garment, the trousers, or the shirt descend below the ankles is among the major sins. If it is done out of ostentation and dragged on the ground, its punishment is that Allah will not look at him on the Day of Resurrection, will not purify him, and he will have a painful punishment. If it descends below the ankles for other than ostentation, its punishment is that he will be punished in the Fire according to the extent to which his garment has descended. This includes the garment, the trousers, and the shirt.
As for lengthening the sleeves of the hands, some scholars have said that it may involve ostentation. Some people may lengthen their sleeves or widen them more than necessary out of pride, ostentation, and arrogance, in which case they will be subject to the same warning as those who let their garments hang.
In any case, lengthening the sleeves and widening them more than necessary may fall under extravagance, which Allah has forbidden. He the Exalted said:
And be not excessive. Indeed, He does not like those who commit excess. وَلا تُسْرِفُوا إِنَّهُ لا يُحِبُّ الْمُسْرِفِينَ
[Al-An'am 6:141]
