The Shaykh : First, the statementThe questioner : "prohibiting isbal of the garment except for one who does not do it out of khuyala'" is an error, for isbal of the garment is forbidden whether it is done out of khuyala' or not. However, if it is done out of khuyala', the warning is very severe. The Prophet (peace and blessings be upon him) said:
There are three to whom Allah will not speak on the Day of Resurrection nor will He look at them or purify them, and theirs will be a painful torment. ثلاثة لا يكلمهم الله يوم القيامة ولا ينظر إليهم ولا يزكيهم ولهم عذاب أليم
Sunan Ibn Majah 2208Sahih (Darussalam)
They said: Who are they, O Messenger of Allah? He said:
the dragger of lower garment, the recounter of obligation the seller of goods by false oath. المسبل والمنان والمنفق سلعته بالحلف الكاذب

As for isbal without khuyala', the Prophet (peace and blessings be upon him) said:
But whatever is lower than the ankle is in the Fire ما أسفل من الكعبين ففي النار

He is punished by the Fire with a partial punishment according to the extent of the sin he committed.
The difference between the two warnings is great, so the statementThe questioner : "if it is not khuyala'" is an error. Rather, we say that if one lets his garment hang below the ankles, he has committed an evil and a major sin among the major sins. However, the punishment differs if it is done out of khuyala' or not.
Khuyala' means arrogance and pride, that a person does it out of arrogance, pride, boasting, and similar meanings.
