The Shaykh : Yes, if the people of Makkah wish to perform 'Umrah, it is obligatory for them to go out to the non-sacred area (al-Hal). The non-sacred area is either at al-Tan'im, which is called the Mosque of 'A'ishah, or at 'Arafah, or on the road to Jeddah, outside the miles. They enter the state of ihram from there.
It is not permissible for them to enter the state of ihram from their locations.
As for the hadith
even the people of Mecca can assume Ihram from Mecca حتى أهل مكة من مكة

Because if the people of Makkah enter the state of ihram for Hajj, will they go out to the non-sacred area or not? O brothers? They will go out to the non-sacred area, to 'Arafah. If they enter the state of ihram for Hajj, they will necessarily go out to the non-sacred area, to 'Arafah, and then return to the House from the non-sacred area. But if they enter the state of ihram for 'Umrah from Makkah and go to the non-sacred area, it does not become 'Umrah, because 'Umrah is a visit, and a visitor must come from a place other than the place visited. Therefore, the non-sacred area is necessary.
And indicating this is the hadith of 'A'ishah. 'A'ishah (may Allah be pleased with her) asked the Messenger of Allah (peace and blessings be upon him) on the night of al-Husba, meaning the fourteenth night, on which the Messenger (peace and blessings be upon him) would depart in the morning, to perform 'Umrah. You know that the night is desolate, and he did not say: "Perform 'Umrah from here," nor did he say: "Perform 'Umrah from here," but rather he ordered her brother 'Abd al-Rahman to take her out to the non-sacred area. And he said:
Go with your sister and let her enter the state of ihram from the non-sacred area اذهب بأختك فلتحرم من الحل
, and in another wording:
Take out your sister from the precincts of the Ka'ba اخرج بأختك من الحرم
Sahih Muslim 1211m
, so this indicates that the sacred precinct is not a miqat for 'Umrah.
If someone says: 'A'ishah is not from the people of Makkah.
We say: But if a non-resident (afaqi) is in Makkah, his place of entering ihram is Makkah. Therefore, if a person combines Hajj and 'Umrah (tamattu') and exits the state of ihram from his 'Umrah, from where does he enter the state of ihram? He enters the state of ihram from Makkah. So his saying:

means in their entering the state of ihram for Hajj.
But as for 'Umrah, every person who wishes to enter the state of ihram for 'Umrah, whether a resident of Makkah or a non-resident, must go out to the non-sacred area and enter the state of ihram from there.
