The Shaykh : This is a matter of looking at the situation, may Allah reward you. If there is fitnah (trial, discord or temptation), meaning if there is a fear of fitnah, then you turn away and say nothing. But if there is no fear of fitnah, for example if this man is a respected leader who is obeyed, meaning by "leader" that he is noble in his tribe, whether he is a scholar, a ruler, or a prominent figure, then he tells the people, "Do not pray over him," because there is a great benefit in this, which is that people will be deterred and will pray. Do you understand? Now, rest.
Did you not know that the Messenger (peace and blessings be upon him), when a funeral was brought to him and he had a debt, would say
Pray over your companion صلوا على صاحبكم
and not pray over him.
