If all people were believers, faith would not be known, because a thing is not known except by its opposite. And were it not for fullness, yes. And were it not for hunger, fullness would not be known. And were it not for poverty, wealth would not be known. And were it not for ugliness, beauty would not be known. And were it not for deformity, beauty would not be known, and so on. So it is necessary that there be a believer and a disbeliever. Were it not for disbelief, jihad would not be established. Were it not for open sinfulness, enjoining good and forbidding evil would not be established. And so on. So the wisdom, all the wisdom, is that creation is what? A believer and a disbeliever. And the hypocrite in this phrase is included in the disbeliever.
Allah the Exalted says: - meaning on the Day of Resurrection - : O Adam, bring forth from your offspring the group for the Fire - meaning those who are from the people of the Fire - He said: O my Lord, and what is the group for the Fire? He said: From every thousand, nine hundred and ninety-nine.
