Is it sufficient to pass water over the limbs that require washing during wudu' without rubbing them?

Machine translationRead the Arabic original
The questioner : We return to the message from the listener Fadel from Turkey. He asks: Is it permissible to merely pass water over the areas that must be washed during wudu' without washing them, meaning without rubbing those areas?

The Shaykh : Yes, it is obligatory in wudu' and ghusl that water passes over the entire limb that is required to be purified. As for rubbing it, it is not obligatory. However, rubbing becomes emphasized if there is a need for it, such as if the water is very cold, or if there is oil or grease or something similar on the limb. In that case, rubbing is emphasized so that a person can be certain that the water has reached the entire limb that is intended to be purified. Yes.

The questioner : May Allah bless you.
