The Shaykh : No, the Messenger (peace and blessings be upon him) said the first adhan for the Fajr prayer, so say "Prayer is better than sleep." Clear? Good. The first adhan is the adhan after the appearance of Fajr, and the second adhan, relative to it, is the iqamah. Therefore, the Messenger (peace and blessings be upon him) said:
Between every two calls (to prayer) there is a Salat بين كل أذانين صلاة

And in Sahih al-Bukhari, it is stated that the Commander of the Faithful, 'Uthman (may Allah be pleased with him), added a third adhan for Jumu'ah. There are two adhans, a first and a second, and a third. What is the third? It is the iqamah. So, when the Messenger (peace and blessings be upon him) said to Bilal "the first adhan," he meant the one that is first relative to the iqamah. Pay attention, my brother. As for the adhan before the appearance of Fajr, it is not an adhan for Fajr, neither first nor second. The evidence for the adhan before the appearance of Fajr is the saying of the Prophet (peace and blessings be upon him):
when the time for prayer comes, one amongst you should announce Adhan إذا حضرت الصلاة فليؤذن لكم أحدكم

When does it occur? When its time enters. So, the adhan before the time of Fajr is not for the Fajr prayer. And the Messenger (peace and blessings be upon him) said:
When you call the first adhan for the Fajr prayer إذا أذنت الأذان الأول لصلاة الفجر
This is not for the Fajr prayer. Good, so for what purpose? We say the Messenger (peace and blessings be upon him) explained why Bilal calls the adhan before Fajr. He did not say it is for the Fajr prayer; he said:
To wake up your sleeper and return your one who is standing ليوقظ نائمكم ويرجع قائمكم
So it is not for the Fajr prayer, but so that the sleeper may rise from sleep and the one who is standing may return from his standing to eat the suhur. Therefore, he said:
Bilal announces Adhan during the night, so you eat and drink, till you hear the Adhan of Ibn Umm Maktum إن بلالا يؤذن بليل فكلوا واشربوا حتى تسمعوا أذان ابن أم مكتوم فإنه لا يؤذن حتى يطلع الفجر

Some of the brothers said: We agree with you on this, but does he not say "Prayer is better than sleep"? And "better" indicates that it is a voluntary prayer, not an obligatory one. We asked: Why? He said: Because he said "better." We say: The word "better" can be used for an obligation and for the most important of obligations. Allah the Exalted said:
(10) O you who have believed, shall I guide you to a transaction that will save you from a painful punishment? (11) [It is that] you believe in Allah and His Messenger and strive in the cause of Allah with your wealth and your lives. That is best for you, if you should know. يا أيها الذين آمنوا هل أدلكم على تجارة تنجيكم من عذاب أليم تؤمنون بالله ورسوله وتجاهدون في سبيل الله بأموالكم وأنفسكم ذلكم خير لكم

That is faith. And is jihad obligatory or not? Faith is obligatory. So, the word "better" is used even for obligatory matters. And He the Exalted said regarding the Jumu'ah prayer:
when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you إذا نودي للصلاة من يوم الجمعة فاسعوا إلى ذكر الله وذروا البيع ذلكم خير لكم
[Al-Jumu'ah 62:9]
And leaving trade and buying and selling, and hastening to Jumu'ah after the call to Jumu'ah is obligatory. So, "better" can be used for an obligation. And the mu'adhdhin in the Fajr prayer, after the appearance of Fajr, says "Prayer is better than sleep." Pay attention. And by this, it becomes clear that whoever says that saying "Prayer is better than sleep" in the Fajr adhan after the appearance of Fajr is an innovation, he has not considered the evidence as it should be. If he had considered it, he would have been more deserving of being called an innovator for saying it in the adhan before the appearance of Fajr. Yes. In fact, some scholars say there is no adhan before the appearance of Fajr except in Ramadan. And in other than Ramadan, there is no adhan before the appearance of Fajr. But the practice is that the adhan is called at the end of the night for whoever wants to rise and perform tahajjud with whatever Allah wills for him to perform, and there is no harm in that. Yes.
The response of the mu'adhdhin: We said that it is a recommended practice (sunnah), even in the first adhan, due to the generality of his saying:
If you hear the Muadh-dhin then say as he says إذا سمعتم المؤذن فقولوا مثل ما يقول المؤذن
