This adhan, this phrase, is said specifically in the Fajr adhan because the Prophet (peace and blessings be upon him) ordered Bilal to say it. He said:
When you give the adhan إذا أذنت
the second, or he said: the first, the first, yes,
The first is for the Fajr prayer, so say: Prayer is better than sleep الأول لصلاة الفجر فقل : الصلاة خير من النوم
Sunan ad-Daraqutni 3:55
so he used to say it (may Allah be pleased with him). This is like a confirmation of his saying:
Hasten to prayer حي على الصلاة
It was only added to the Fajr adhan because it is the norm for people to be sleeping, so this was added as a confirmation. But when is it said? It is said after
Come to success حي على الفلاح
not after the completion of the adhan, as indicated by the context in other hadiths that the author (may Allah have mercy on him) did not mention. Know that the wording of the hadith is:
The first adhan is for the Fajr prayer الأذان الأول لصلاة الصبح
So some people assumed that the intended meaning is the first adhan, which is at the end of the night, so they would give the adhan at the end of the night and say:
The prayer is better than sleep الصلاة خير من النوم

They erred in understanding and erred in application, because the first adhan is reserved for the iqamah (the second call, immediately before prayer), for the iqamah is called an adhan, and the adhan before the dawn enters is not for the Fajr prayer, as the Prophet (peace and blessings be upon him and his family) explicitly stated when he said:
Indeed, Bilal gives the adhan at night to wake up your sleepers and return your standers, so eat and drink until you hear the adhan of Ibn Umm Maktum إن بلالا يؤذن بليل ليوقظ نائمكم ويرجع قائمكم فكلوا واشربوا حتى تسمعوا أذان ابن أم مكتوم
So it is not for the prayer. And because the adhan for the prayer does not occur except after the time has entered, as the Prophet (peace and blessings be upon him and his family) said:
and when the time for prayer comes, one amongst you should announce Adhan and then the oldest among you should lead the prayer. إذا حضرت الصلاة فليؤذن لكم أحدكم وليؤمركم أكبركم

or he said:
The one among you with the most Quran, when the prayer is present أكثركم قرآنا إذا حضرت الصلاة
So the adhan that occurs before Fajr is not for the Fajr prayer. This is one of the things we always point out: that some people understand from the texts what is not intended, and the Ummah (the Muslim community) acts contrary to their understanding, then they single out this understanding in practice and application, thereby contradicting the people. They are excused because they are exercising independent legal reasoning (ijtihad), but it is not permissible to rush into what contradicts what the people are doing until the truth becomes clearly evident. Then, at that point, the truth is obligatory. Now, his saying:
The prayer is better than sleep الصلاة خير من النوم

But is it better than buying and selling and trade? So why did he say:
From sleep من النوم
? Because of the appropriateness of the situation, because of the appropriateness of the situation. For this reason, Allah the Exalted said regarding the Friday prayer:
O you who have believed, when [the adhan] is called for the prayer on the day of Jumu'ah [Friday], then proceed to the remembrance of Allah and leave trade. That is better for you يا أيها الذين آمنوا إذا نودي للصلاة من يوم الجمعة فاسعوا إلى ذكر الله وذروا البيع ذلكم خير لكم
[Al-Jumu'ah 62:9]
meaning it is better for you than trade. So for every occasion, there is a specific statement. " And Ibn Khuzaymah narrated from Anas (may Allah be pleased with him) who said:
It is from the Sunnah that when the Mu'adhadhin says [in the first Adhan of] Fajr (prayer time): 'Haiya 'alal-Falah (Come to the success)', he says (also) 'as-Salatu khairun minan-nawm (Prayer is better than sleep).' من السنة إذا قال المؤذن في الفجر : حي على الفلاح قال : الصلاة خير من النوم
