Is tayammum (dry ablution with clean earth) permissible from a room wall, given that it is made of cement and not earth?

Machine translationRead the Arabic original
The questioner : His EminenceThe Shaykh : Is tayammum (dry ablution with clean earth) permissible from a room wall, given that it is made of cement and not earth?

The Shaykh : Yes, tayammum (dry ablution with clean earth) is permissible from a wall, because it is established that the Prophet (peace and blessings be upon him) performed wudu' (the ablution for prayer) from a wall. However, if the wall is made of paint, then paint is not earth nor of its kind, but is extracted from petroleum, so tayammum (dry ablution with clean earth) from a wall painted with it is not sufficient. This is except if there is dust on it, in which case tayammum (dry ablution with clean earth) is valid due to the dust on this wall.
