The Shaykh : It is obligatory for us to believe that Allah (Glorified and Exalted is He) has not legislated any legislation except for a wisdom. As for the wisdom that our intellects are unable to grasp, the scholars say regarding the ruling whose wisdom we are unable to grasp that it is *ta'abbudi* (devotional). That is, our position toward it is to worship Allah through it, whether we know the wisdom or not.
Likewise, we say regarding cosmic matters that everything Allah created, or everything Allah annihilated, has a wisdom, which we may know or our intellects may be unable to know. For this reason, if someone asked us, "Does Allah (Mighty and Majestic) will and desire things with a pure will, without a cause?" What would we say? If someone said to us, "Does Allah desire or will things with a pure will, without a cause and without wisdom?" We would say: No. This is impossible. Because if we allowed that, we would allow that the actions of Allah are foolishness. And Allah (Mighty and Majestic) says:[Ad-Dukhan 44:38-39]. And that indicates, meaning that there is no will without a cause, i.e., there is no will except for a cause, which we may know or may not know, is the statement of Allah (Blessed and Exalted is He): [Al-Insan 76:30]. Read what follows it: [An-Nisa 4:11]. So His will is based on knowledge and wisdom, but due to the limitation of our intellects and understandings, we may not grasp this wisdom or understand it. It may not be grasped in one era but grasped in a later era, or it may not be grasped by some people but grasped by others. What is obligatory for you is to believe now in these two matters: Everything Allah has legislated is based on wisdom. Everything Allah has willed is based on wisdom, because among the names of Allah is *Al-Hakim* (The Wise), so it is impossible for Him to do anything or legislate anything except for a wisdom. This is a belief that a person must believe in. But of the wisdoms, some we know, some we do not know, some are known after a period of time, and some are apparent to some people and hidden from others.
