The questioner : May Allah reward you, O Shaykh. The question is: If a man from the people of the graves prostrates to the graves, circumambulates around the graves, and slaughters for the shrines, and considers these things to be part of Islam, knowing that the call of Islam has not reached him and he does not know the meaning of tawhid (the oneness of Allah) or the phrase of tawhid, what is the ruling on him? Do we consider him a Muslim or a mushrik (one who associates partners with Allah)?

The Shaykh : Yes, was the call conveyed to him in the correct manner or not? If the call was not conveyed to him in the correct manner and he claims to be a Muslim, then he is a Muslim outwardly, but as for the Hereafter, his affair is with Allah. However, if the call reached him but he said that he found his fathers upon this, then he is a disbeliever, because he is like those about whom Allah said:
Indeed, we found our fathers upon a religion, and we are in their footsteps [rightly] guided." إنّا وجدنا آباءنا على أمّة وإنّا على آثارهم مقتدون
[Az-Zukhruf 43:22]
