In this noble verse, it is affirmed that speech belongs to Allah (Mighty and Majestic)
And [mention, O Muhammad], when your Lord said to the angels وإذ قال ربك للملائكة
[Al-Baqarah 2:30]
This is the position of the righteous Salaf: that we believe that Allah the Exalted has speech with which He speaks.
And it is affirmed that His speech is with letters and sound. From where did we take that it is with letters? From His saying:
Indeed, I will make upon the earth a successive authorityإني جاعل في الأرض خليفة
[Al-Baqarah 2:30]
And the phrase:
I am placingإني جاعل
is the content of the speech, and it consists of letters
Indeed, I will make upon the earth a successive authority إني جاعل في الأرض خليفة
[Al-Baqarah 2:30]
And we take that it is with sound from the fact that He said to the angels, meaning a speech that reached the angels. It is not possible for His speech to reach the angels unless it is with what? Unless it is with sound, and it is so. Then the sound may be faint or strong, as He the Exalted said:
And We called him from the side of the mount at [his] right and brought him near, confiding [to him].و ناديناه من جانب الطور الأيمن وقربناه نجيا
[Maryam 19:52]
This is the position of the people of the Sunnah, and the truth is that it is the ultimate perfection for Allah (Mighty and Majestic). Indeed, it is among the greatest attributes of perfection that Allah (Mighty and Majestic) speaks with what He wills, in creation and in legislation. So everything that happens in the universe exists by His word. The evidence is
His command is only when He intends a thing that He says to it, "Be," and it is. إنما أمره إذا أراد شيئا أن يقول له كن فيكون
[Ya-Sin 36:82]
And everything is intended by Allah, so everything is by divine decree. As for the legislative speech, it is what Allah revealed to the messengers.
