The Shaykh : If it was out of ignorance, it is not negligence, because the one who is negligent is the one who leaves something off while knowing it, but he is negligent in performing it. So we say: this woman who did not fast in the first year she reached puberty, if she was in a place where ignorance prevails, such as the desert, for example, and it did not cross her mind that fasting is obligatory upon her because she had not reached fifteen years of age, but rather she started menstruating before that, then we do not see that she has to make up the fasts, because she was ignorant, she did not err, and it did not cross her mind that fasting had become obligatory upon her.
As for if she was negligent, such as being in a town in the cities where there are scholars and people to ask, then it is obligatory upon her to make up the fasts.
