Is it permissible to make up the fasts of one who was negligent in performing the prayer?

Machine translationRead the Arabic original
Question: Praise be to Allah, and may peace and blessings be upon the Messenger of Allah. As for what follows:
To the magnanimity of our father, our honorable Shaykh, the distinguished scholar Abdulaziz ibn Abdullah ibn Baz (may Allah preserve him and grant him scrupulousness)
My brother passed away at the age of 18. He was negligent in prayer and lazy in performing it; sometimes he would pray and sometimes he would leave it. He also broke his fast for approximately 15 days of Ramadan without a valid religious excuse.
Should I fast on his behalf? Should I perform Hajj on his behalf? Should I seek forgiveness for him and give charity on his behalf? Please reply quickly due to extreme necessity. May Allah reward you with good, and may Allah benefit us with your knowledge.

Answer: And upon you be peace, and Allah’s mercy and blessings, and after that:
If the state of your brother is as you described, namely his laziness in prayer and leaving it at times, then it is not permissible for you to perform Hajj on his behalf, nor to give charity on his behalf, nor to make du'a for him. This is based on the saying of the Prophet (peace and blessings be upon him):
It is narrated on the authority of Abu Zubair that he heard Jabir b. 'Abdullah saying. I heard the Messenger of Allah (may peace and blessings be upon him) observing this: Between man and polytheism and unbelief is the abandonment of salat.بين الرجل وبين الشرك ترك الصلاة
Sahih Muslim 82b
, and his saying (peace and blessings be upon him):
The covenant that distinguishes between us and them is prayer; so whoever leaves it, he has committed Kufr.العهد الذي بيننا وبينهم الصلاة فمن تركها فقد كفر
Sunan Ibn Majah 1079Sahih (Darussalam)
. And Allah the Exalted said:
It is not for the Prophet and those who have believed to ask forgiveness for the polytheists, even if they were relativesمَا كَانَ لِلنَّبِيِّ وَالَّذِينَ آمَنُواْ أَن يَسْتَغْفِرُواْ لِلْمُشْرِكِينَ وَلَوْ كَانُواْ أُوْلِي قُرْبَى ...
[Surah al-Tawbah: 113]. May Allah guide you, and grant us and you beneficial knowledge and action upon it. He is the best of those asked, and may peace be upon you and the mercy of Allah and His blessings.
