What is the ruling on one who exits his state of consecration without shaving all of his hair, but only shortening some of it, and then continues in his state of consecration for several years?

Machine translationRead the Arabic original
The questioner : May Allah reward you, O honorable Shaykh: A man performed 'Umrah or Hajj, and when it came to shaving, he did not cover all of his hair, and a number of years have passed since his Hajj or 'Umrah. What is the ruling in this matter? We also want a rule for when the pilgrim or the one performing 'Umrah is ordered to return to Makkah and perform what they left behind if they omitted something from their ritual.

The Shaykh : This man left an obligatory act, and leaving an obligatory act requires a fidyah (ransom payment) to be slaughtered in Makkah and distributed to the poor, and with this his Hajj is completed. As for what is required of the pilgrim to do, the pillars are what remain valid, but as for the obligatory acts, if their time passes, they are compensated with a sacrificial animal. Yes.
