The obligation to slaughter in Makkah for one who neglects an obligatory act of Hajj
Dear Shaykh! There is a man who was unable to spend the night at Muzdalifah, and he did not perform the farewell tawaf. Consequently, a sacrificial animal became due for not spending the night at Muzdalifah, and another for not performing the tawaf. Is it permissible for him to slaughter in his place of residence and distribute the meat of the two animals, if it is difficult for him to transport the animals to the Haram?
This man neglected two obligatory acts of Hajj: spending the night at Muzdalifah and performing the farewell tawaf. He owes a sacrificial animal for each obligatory act. The sacrificial animal due for neglecting an obligatory act must be slaughtered in Makkah. It is not required that he slaughter it himself; he may appoint one of the pilgrims or those performing 'Umrah to slaughter it on his behalf. The agent should then distribute all of its meat to the poor there.
