Ruling on leaving off shaving or shortening the hair for the one performing 'Umrah

Question:
The listener: Ramadan Hamdan Sha'bhu — it appears — says: I performed 'Umrah and did not shave and did not shorten, so what is the ruling?

Answer:
If you remembered to shave or shorten, you shave the entire head, or you shorten from the entire head, if you remembered, even in your country, and the 'Umrah is valid, and praise be to Allah, but if you did something after the sa'y that was forbidden to you, such as perfume, and intercourse with the wife, and the like of that, this has a detailed ruling.
As for perfume and cutting the nails and the like of that, then you owe nothing; because you were forgetful, you thought that you had shaved, you forgot the matter or were ignorant.
As for if you had intercourse with the woman; then in this there is a sacrificial animal that is slaughtered in the place of the intercourse if it was in Makkah; you slaughtered it in Makkah, and if it was in your country; you slaughtered it in your country for the poor, if the intercourse was in Makkah; you slaughtered it for the poor in Makkah, and if the intercourse was in your country; you slaughtered it for the poor in your country, this is the most cautious in your case, and if you were ignorant; then the most cautious in intercourse before the shaving, and before the shortening is that you expiate with a sacrificial animal, if you did the intercourse in Makkah; then upon you is a sacrificial animal that is slaughtered in Makkah for the poor, and if you were in your country; you slaughtered it in your country, yes.
