Is the wife's father a mahram to the husband's daughter from another woman?

Machine translationRead the Arabic original
The questioner : Praise be to Allah, and may peace and blessings be upon the Messenger of Allah.
A man is married and has a daughter from a woman other than his wife. Is his wife's father a mahram to his daughter by blood or by marriage, or not?

The Shaykh : The wife's father is not a mahram to the daughter of his son-in-law, because there is no relationship between him and her. In fact, if he wished to marry her, he could do so. Yes, that is to say: there is no blood relationship or marriage relationship between them. Marriage relationships are limited to the ancestors and descendants of the husband, and the ancestors and descendants of the wife only. The ancestors and descendants of the husband are forbidden to the wife, and the ancestors and descendants of the wife are forbidden to the husband. These four categories become forbidden, or the prohibition is established in them, by the mere contract of marriage, except for the wife's daughter, for whom consummation is required, as Allah the Exalted said:
and your step-daughters under your guardianship [born] of your wives unto whom you have gone in. But if you have not gone in unto them, there is no sin upon you. وربائكم اللاّتي في حجوركم من نسائكم اللّاتي دخلتم بهنّ فإن لم تكونوا دخلتم بهنّ فلا جناح عليكم
[An-Nisa 4:23]
Yes.
So if you want to make the matter easier for yourself, look to see if he is among the ancestors or descendants of the wife, or among the ancestors or descendants of the husband. If he is not, then there is no prohibition.
