And if that is not permissible, is it permissible after seeking permission?

The Shaykh : Yes.

The questioner : From whom should the permission be sought, the payer or the one paid?

The Shaykh : If the payer seeks permission and says, “I am not a pilgrim, and I will appoint someone else to perform Hajj on your behalf,” and he gives permission, then there is no harm. But without his knowledge and permission, it is not permissible at all.
